You might consider supporting OPML v2 to do so.

I rather like the one I wrote -- an add-on for the Vim editor called TVO 
(see http://bike-nomad.com/vim/vimoutliner.html).

Other ones that I've seen that seem pretty good include Omni Outliner 
http://www.omnigroup.com/applications/omnioutliner/ .

There's at least one web-based outliner: iJot (http://www.ijot.net)
