If you need a general purpose file converter (text, CSV, TSV, XML...) 
you could do a lot worse than to check out LogParser 2.2

LogParser does a lot more than just converting files from one format to 
another but that is what I primarily use it for. You do, however, have 
to know SQL to get the most out of it!
