OK, now I know what you mean and I see this frequently myself and it really
bugs me!

Yes, this is one of the pieces I had in mind.  That is an alternate charset
specification for the Subject header.  I already have the RFC for how it
works and a good portion of the code already exists, too (for MIME support).
