The browser stuff that is in 3.1 is a *preview* of the function that will be
in 4.0.  All the configuration/prefs are in 3.1 but the action browser
launch action is disabled (with the exception of the "visit homepage" button
on the about screen).

Well VFS is still a very hairy proposition and has not made the cut for 4.0
(although the 4.0 feature set is not completely finalized).
The 2 big things that are in 4.0 for sure at this point are browser launch
(complete) and RSS (50% complete with all major components functional).  RSS
+ browser launch is a VERY powerful combination!
