This should almost always work (you'll see why in the next 
paragraph).  The other way to do it is to do a "Poll NG" from within 
the outbox (it will post the outgoing articles and not 
actually "poll" at all).

The reason it seems to not post articles is that it polls the servers 
from #1 through the highest number in sequence.  The very first thing 
NY does is post articles to the server.  After that it polls articles 
from the server.  If you run out of memory such that the poll aborts 
before it has worked it's way up to the server that has the unposted 
messages, obviously, they will not get posted.

This is a quirk of the way the software is written.  Perhaps there 
should be a "post all outgoing messages prior to any polling" setting 
in the Poll Prefs...

That has nothing to do with it as I explained above, it was just 
coincidence based on when the partial poll aborted...
