I would, of course, consider the alphabet (but NOT the language)
as an integral part and a defining characteristic of a computer.
(We used to talk about 'ebcdic' and 'ascii' computers...)

As an aside, I deal with material in at least three different
languages and several time/date and monetary presentation
conventions and both common measurement systems (SI/'imperial')
on my computer practically daily. There is no global, computer-wide
'localization' that would be of any particular interest to me
- it all depends on the data I work with and the parties I
communicate with, certainly not on the computer I happen to
be working on.
