I might be wrong as it's impossible to know everything for sure but in 
my understanding I am afraid you'll definitively have the need of a 
linux system to develop for the Zaurus - which is not so bad IMO - 
mostly because the emulation software your are seeling for is Qtopia x86 
(+ its framebuffer).

Beside that - I am not using the usb sync myself - copying to CF card or 
  thru ethernet is just what I need - but you'll find links to download 
last usb stuff at http://more.sbc.co.jp/slj/download.asp
