sadly that made no difference.  what's a WAG?

playing around with it a little more, it's interesting to note that the
problem only starts happening if I don't move the focus from the app icon in
between runs.  if after exiting, I press one of the direction keys to move
the selection away, and only then tap the icon, it runs properly every time.
however, once it's happened the first time, it never goes away until I
reboot.
