It's a good observation bit no, your first fingers are strongest.
While it is true that strongest finger preference is part of the
design, so is being able to type from outside in. "th" is common in
the English language for example and typing it on Dvorak is very easy.

Because this design is more than simply the home row. Alternating
hands is important and so almost ALL consonant typing is done on one
hand and the vowels on the other. Since the consonant hand in question
would have to jump rows more, it makes sense that hand be the stronger
one. (Assuming a right handed person)
