Northgate Omnikey Ultra problems

I have two questions about my Northgate Omnikey Ultra keyboard (which 
I'm using at work because I type in Dvorak and once in a while 
someone else has to use my terminal and it's much easier to toggle 
back to qwerty with the Omnikey than mess around with windows control 
panel and language options and all that).

1) The character repetition rate can be changed from 3 to 120 cps 
using key commands on the keyboard. I like it to be set at 23 cps, 
but the keyboard resets itself to a much faster rate each time the 
computer is rebooted. The default rate is supposed to be 10 cps, 
according to the owners manual. Is there any way I can get the 
keyboard to retain the character repetition rate that I prefer after 
a reboot?

2) Omnikey Ultras came from the factory with the left control key 
next to the "A" key and the caps lock key next to the space bar. I 
swapped them to the more normal layout (following the procedure 
described in the owners manual, which simply consists of flipping 
dipswitch #5 on the back of the keyboard to the down position) 
because that's what I'm used to, but something strange is going on. 
It would seem that the left ALT key is now acting as the left control 
key and the left control key is acting as the left ALT key. 
This is rather strange.

Any ideas on how to correct these problems?
