A question about Dvorak's original arrangement of numerals - 7531902468

In an original Dvorak Keyboard, the order of numerals are 7531902468, 
but the number 7 was put in the place of QWERTY's key 2. What does it 
mean? Do you have to press the key 7 with your pinky finger? I found it 
very uncomfortable to press it with my left pinky finger (mainly 
because your hand have to move a lot to reach the key). I created my 
own keyboard, I had the numbers in the original order of Dvorak 
keyboard - 7531902468, but I put the number 7 in QWERTY's key 1 place.

What do you think, which is better?
