NAS keys and keycode 47 on a DataHand

Why is keycode 47 mapped to two keys? (Right hand middle finger right and
shift+right hand pinky down)

And is there a way to set the NAS mode of the keys separately from the
normal mode? I've been playing with the layout because there are some
characters that are missing when I use Dvorak on the DataHand.
