Just in case no one is aware of it - MS does offer an additional
software keyboard layout creator for MS OS systems. You can get it at:

Myself, I just went with the internal Control Panel/Regional and
Language Options (bought stickers for the keys, too). I had found the
OS switching back to Standard US, so I deleted the US. When a friend
comes over and needs his/her Qwerty back; I add the US, delete the
DVORAK and reboot. I have found this is the only way to keep the OS
from switching during various program usages.
