I'm attaching a Dvorak layout for the Palm wireless keyboard, which my note
to myself from October 2006 says I got from this Yahoo group. It has worked
fine for me in a Palm T|X. Apologies for not being able to credit its
original source. If this group's protocol does not allow for file
attachments, I can email it directly to you.

While I haven't looked at this particular file, drivers for most
systems are generally binary. You can't muck about with them. You need
to get the source code, edit it, and then recompile, which involves
far too many skills to address here, and this is ignoring the fact
that you probably can't get the source code to it and would have to
code one from scratch.
