Sounds pretty high to me too, but it seems possible.  For example, when I was getting 
keycaps made for my keyboard, any key for which they didn't already have tooling would cost 
$1500 for them to make.  I had to make compromises in my design because there was no 
way I could afford even one $1500 key.
