Colin thank you for opening up this caae and thank all of the others 
who have contributed their thoughts and letters.  I think that at 
this point we have amassed enough evidence of Systematic Intransience 
to the needs of not only those of us who do use the Dvorak, but of 
all others who would, could and should have learned to type on a 
Dvorak.  Host people do as they are told and do not want to make 
waves.  Indeed in this case most people do not even know about that 
they have options.

For the mere cost of dual markings on every keyboard sold in the 
world together we could save Trillion of Dollars per year in wasted 
productivity caused by the continued use of the QWERTY keyboard. Here 
is just one fact that I came across in my many yeors as a user and 
advocate of Dvorak use.  95% - 98% of all users of OWERTY keyboards 
do not touch type!!!  When I first heard this I was flabergasted.  
That means that the advantages in productivity are exponential.

Cut te the Chase.

I recently (well last year any way) bought a program called 
Jurisdictionary from Jurisdictionary.com  (while I did attend Boalt 
Hall Law School I did not finish). It teacehes one how to sue people 
and win.  I have not yet studied the program completely but I have 
one more reason to do so now.  I am now planning legal action.

I am planning some sort of class action law suit.  Members of the 
class in my estimation will be those who have been forced to use any 
QWERTY device agaist their will after the enforcememnt date of the 
regulation that made Dvorak an ANSI alternative standard keyboard. I 
am looking for the best co-counsel that the lure of this certain 
lucre can buy.
