I am using the same Dvorak keyboards for both Japanese and English. I am 
using both hard-wired Dvorak keyboards (Keytime for Mac and DvortyBoard 
and TypeMatrix for PC) as well as software-converted keyboards.

The Dvorak key arrangement is very efficient to write Japanese when we 
use the Roman Character Input Method. The Roman Character Input Method 
is used by most Japanese now, but by the Qwerty key arrangement. The 
Dvorak key arrangement is very minor in Japan too.

If you can read Japanese, the following site titled "Dvorak Simplified 
Keyboard for Japanese" by Ryota Uetake is useful for converting Qwerty 
to Dvorak by software.
