Re: German and Hebrew keyboards

You'll find German and Hebrew Dvorak-style keyboards with a Google search.
The annoying part is implementing them in Windows.

It seems that a lot of them are available in X already, so you'd have a
pretty easy time if you used GNU/Linux. It'd also be really easy to
implement the cool use of caps that you want with Xmodmap.

In Windows, you should probably try Portable Keyboard Layout (
http://www.autohotkey.com/forum/topic28447.html).
