For my HTC Hero and iGo bluetooth keyboard, the steps were:

1. Root the device
2. Upgrade to custom ROM based on CyanogenMod (most are)
3. Replace system file for keyboard mapping. Mine was at
/system/usr/keylayout.

Happily typing dvorak now.

Obviously this requires more than just changing a setting on your device,
and I have no idea whether rooting the Eee pad is even possible. But if it
is, you can change practically anything.
