Hello Heinz,

Basically version information is useful, but all of the published information is
maintained by CiA and kept up-to-date. Therefore it is hard to see, what is the
benefit provided by version information -- if any tool don't find required decoding
from existing files, they need to be updated. And if decoding is not found after an
update, there will be some kind of invalid values in use.

I totally agree the use of unicode. It is the most flexible, also to convert into
more restricted character sets.

That is a good approach.
Vendor Ids are unique. so getting it from the file saves you one internet access.
In case the Id is not found in the locale stored file, try to access the internet and check for updated files and store it locally if available. 

For all provided files it is necessary to have a version information inside.
and here I would prefer the date last updated.
Given that CiA is an international org, coding of the company names or other text should be Unicode an not ISO-8859.
