Strange way of working

Hello, Has anybody else been thinking about, how differently regulations expect system integrators to provide system documentation to the end-users? Detailed electric schematics shall be provided in order to enable customers troubleshoot their traditional discrete instrumentation and power supply network. But, after asking from numerous companies, nobody knows requirements to provide signalling over field buses or other kind of control networks. In modern world, the all signals are updated over some kind(s) of network(s), which makes communication databases modern supplements to the electric schematics. Is there a trend allowing system integrators to hide signalling and disable troubleshooting with off-board tools or have people just forgot to state a requirement to open the most essential part of network signaling for field-service? Nobody can state that typical sensor and actuator interface signals are secret, because their function can be mostly understood by just looking the operating system.
