SJW is the number of Tq the sample time is advanced or retarded when the 
sample timing needs adjusting. It is really the slew rate of DPLL phase 
adjustment. Lower SJW make the system more tolerant of noisy signals, 
but it is necessary to have better matched and lower jitter clocks in 
the system such as those using crystals.
