parity checking problem

Hi 

I got a question about \ogs\encdec

It seems that this program have some parity
calculating errors, I mean it miscalculates the parity
bits and as mentioned before in this list, the last
two bits of TLM word that should be zero(or 11), is
not.
( the TLM word of first subframe of one of the
templates of the program(nav-11-template-01-06) ).

According to the above problem where can I find a
reference about the gps message format,(I mean the
exact format,bit by bit)?
