Installing ACS Update

I have downloaded the update for ACS and the instructions tells me to run
the file
"\Downloads\IBMiAccess_v1r1\Windows_Application\install_acs_64.js"

 

The problem is that nothing automatic happens when I double click on the
file. No decent default app for js files seem to exist.

 

I just get a choice of apps to process the js file. None of these seem to do
anything.
