Certificate authority question/curiosity

I am not a network guy. But I am getting exposed to IBM i and internet 
connectivity. My network admin says this:

"...IBM doesn't maintain any list of public Certificate Authorities and 
nor does it have any means to validate Certificate Authorities. Which is 
kind of strange considering there has been a standardized ways to do this 
since 1990s and everyone uses it."

Is that a true statement, or is it true only because there is something we 
don't have installed/enabled/configured? If the statement is false, can 
someone please let me know what to install/enable/configure to allow the 
Certificate Authority validation?
