Actually, it does say other motors are allowed...

"Motors: the motors from one RIS kit (2 9V motors with gear reduction), plus no more
than two other motors of any type"

I rather like the tight limitations.  It forces you to work harder when you build. 
I've built plenty of big, clumsy robots, and I prefer the lighter, 2 pound type. 
Then, it becomes more about good building techniques, smart programming and
strategy, than brute force.

Now, I just need to figure out how to get to Texas on October 9th...
