Basically, since irrecord has produced a file with raw codes, it has not been able to decode the remote signals completely. So, this is most likely about the config file. You might want to re-check the trivial problems (ambient light, bad remote batteries, distance remote <-> receiver...) and re-run irrecord. If you still cannot create a non-raw config file, your next stop might be irscrutinizer; perhaps Bengt can provide some info here?
