First, at a glance the "blaster" remote configuration seems like a 
verbatim copy of the "own_remote.conf". Given this, you might as well 
nuke the "blaster" config and use own_remote.conf for both receiving and 
sending. This way will ensure that you are using the config data you 
have tested when receiving.

Secondly, please post the logs. First, add a line to lirc_options.conf like

    loglevel = debug

Then run the irsend command and post output from

   $ journalctl -b0 /usr/sbin/lircd | tail -30
   $ :dmesg | tail

or something similar, catching the relevant parts.
