That's really not the situation. As for ir kernel drivers all 
development is done in the kernel community these days.

Around 0.9.0 (~2011) when the lirc kernel drivers were upstreamed some 
of the former lirc drivers were made part of the kernel staging drivers. 
IIRC, the kernel atiusb driver was dropped at some later point. Perhaps 
the best you could do is to grab the latest atiusb driver from the 
staging drivers and update to the new kernel framework, dunno
