Thanks Bengt: Setting the frequency to 0 in lircd.conf did not make any difference when I ran irsend on source RPI3 and monitoring the receiving Rpi3 gpio22 using mode2 -d /dev/lirc0. I have lirc (0.9.0~pre1-1.2) installed on both RPI3. I'm not sure if I have the latest version that supports frequency feature.
