It should not, really, since mode2 operates on the demodulated signal. There was a bug in Lirc, see https://sourceforge.net/p/lirc/tickets/132/ , that turned frequency 0 into DEFAULT_FREQ. Mine lirc_rpi https://github.com/bengtmartensson/lirc_rpi definitely is frequency 0 compatible.
