No, soft_carrier=0 means that the hardware is supposed to generate the 
carrier, which is (at least theoretically) very different from not using 
a carrier. (Although sometimes this "dirty trick" works...) Just put 
"FREQUENCY 0" and use current lirc (not the one from Raspian). The 
module know how to handle FREQUENCY 0.
