Lirc was simply not designed for that use case. The quoted article gives 
a number of reasons why Lirc (!= /dev/lirc* as described by man lirc(4)) 
just does not cut it.

You can install IrScrutinizer on the RPi (use /dev/lirc as sending 
device and receiving device) to test your /dev/lirc-setup and to make 
sense of its output. You can also address the question in the subject 
that way (assuming that you have a TSOP-**** connected).

Have a look at DevSlashLirc 
https://github.com/bengtmartensson/DevSlashLirc if you are targeting a 
solution in C++ or Java.
