That's correct: hardware PWM is reasonably flexible on these things if
you connect the IR output to the right pin.

That being said, the Raspberry Pi does have one hardware PWM which can
be used for this, assuming that you get the timing of turning that thing
on/off right. This should be possible with reasonable accuracy, using a
realtime-prioritized process if necessary.
