Update:

I can send codes using the binary packages that shipped with Rocky-8. I still can't get IR
receiving to work in either rocky-8 or rocky-9. That's not a must have right now but It
would be nice for debugging later. I would still very much like to get this hardware working
with CentOS-7 at least for the next month but now I have a workaround...
