PICkit 1 and PICkit 2 are both fine choice. Of course PICkit 2 is not yet available and we need to wait for Mark or other's hack to make it work under Linux. It's a fast and gentle introduction to the PIC. It is designed for the purpose (teaching newbies). It is cheap and widely available. It is USB. It is supported under Linux.
