PIClist's famous Olin sells one called QuickProto. (http://www.embedinc.com/products) Disclaimer: I am not associated with Olin's company. ;-) There are some companies selling something similar to Microchip's PICDEM2+ at lower cost than Microchip. It is a nice board as well.
