I just downloaded the development tools for Puppy 4.3.1 and built
gputils without an issue. You may want to try this as well.

Download the iso and the development tools devx_431.sfs.
Then you can choose to do a frugal install (easier) to the hard disk.

After that you should have the tools to build gputils source tar ball.
