Could you use a diesel generator and a DC power supply pump enough energy
into the panels to defrost them for 15 minutes? (or however long it takes
for the ice to evaporate, preferably after insulating the back sides and
finding that sunshine alone is insufficient)

(Will the PN junctions in the panels survive low power DC being injected?
Does polarity matter?)
