I have no domain experience with this, take the following with a grain of
salt.

Suppose Kapton has a strength of 4kV per mil, and that hand-made
construction might introduce variations of 50% in breakdown strength. This
gives 2kV/mil.
Furthermore, suppose that you are aiming for an actual/practical 10kV surge
tolerance, but lack any way to test it. One might shoot for 20kV to be
safe. Using the figure above gives 10mils of thickness.

I sort of wonder about creepage and clearance for 10kV transients.
Contaminates on the surface of the tape, etc.

These numbers are just hypothetical and it is up to you to determine what
is applicable to your situation.
If someone's life depends on the electrical robustness of the device, a few
extra "unnecessary" wraps of kapton tape seem unlikely to do much harm.

Again, keep in mind, I have no direct or even tangential experience with
this at all.
