Was it a static electric field or RF? I've seen antenna checked using a fluorescent tube to see where the voltage maximises, but with a shorted neon bulb in a static field I can't figure it. If it's an RF field, then wire inductance and the magnetic component would be a factor. I've heard that the striking voltage for NE2 bulbs was about 95V, dropping to ~45V once current is established. If you can replicate it, you should be able to measure the striking & maintaining voltage using a DC supply.
