Hi,
this topic was discussed here hundred times and one more time:
Java SDK during being installed put inexplicitly additional folder in
c:\Program Files\Java\j2re1.4.1_03 (ex. when using this version of
SDK). Let's name this path <JRE>. Now, you MUST install javax.comm files in
 the following places:
- win32com.dll - <JRE>\bin
- javax.comm.properties - <JRE>\lib
- comm.jar - <JRE>\lib\ext

The other places, given in documentation, are insuficient and you
may even don't put those three files there.
I mentioned this issue here like 3-4 months ago. The
documentation issued by SUN is archaic! It regards Java 1.1.5 and
     1.1.6 !

Regards and good luck with TINI,

     Radek Michalski
