How to get a simm to respond

I was given a simm and I'm not sure if it ever worked.  I have another one
that works in the kit when I connect with Javakit.  
I wanted to try and reprogram this simm but I get no response from javakit.
 I don't know what code or program was in it before.  Is there a way to
recover it?
