With that subnet the prefix should be 24.
For the rest of your questions I do not know.
Could it be a routing problem ? Can you ping all systems in between OK ?

Help me! I am developing DS80C400 in C,now I have happened a strange
question,I
use the ping function in C lib to test the network,I config the network
parameters
of the target board:
IP : 192 168 0 9
Subnet: 255 255 255 0
Prefix: 16
Gate  : 192 168 0 1
when I ping the address 192.168.0.9 and 127.0.0.1,the return value of the
ping
function is 13,but when I ping the other address,the return value of the
ping
function are all 0.and when I ping any address, the parameter of the ping:
responseare all 0(it is the initialization value by me).please tell me why
this
happened and how to settle it?
