There is some code out there for going from hex to tbin at
ftp://ftp.dalsemi.com/pub/tini/ds80c400/tools/hex2tbin/

There is a pretty good explanation of the TBIN format at

The ROM supports HEX record types 0, 1, and 4.

You can easily combine your two tbin files together to make one file.  See
the TBIN file format.  Loading tbin's is much faster than loading HEX files.
