MinMLRpc on TINI 1.12

Hello:

I'm trying to use the MinMLRpc software written by John Wilson on TINI 
1.12.  This implements an XML-RPC server and parser.

When I try to run the minimal load, I get the following exception:

java.io.IOException: Unable to listen on ServerSocket
    in java.lang.Throwable.???
    in java.lang.Throwable.<init>(@JPC=90004)
    in java.lang.Exception.<init>(@JPC=90003)
    in java.io.IOException.<init>(@JPC=90003)
    in java.net.PlainSocketImpl.listen(@JPC=19000f)
    in java.net.ServerSocket.<init>(@JPC=b0012)
    in java.net.ServerSocket.<init>(@JPC=a0006)
    in java.lang.System.???

Any ideas?

Running: TINI 1.12 on 400 system
                   JDK 1.4.2
