Adding ARP Cache Entries

Is there a way to add static entries to the ARP cache?  I see that the 
ARP cache table can be read using the TININet.getARPCacheTable() method, 
but there doesn't appear to be a way to add entries.

I think the deprecated nethack package had a way to do this.  Does 
anyone know of a way, or has anyone developed a way, to do this with the 
current (1.12) firmware version?
