httpd.setIndexPage Fails

When use httpd.setIndexPage("index.html") it seems to have no effect.
I have to add /index.html after the ip address in my browser to access the
page on TINI to retrieve the page otherwise I get a "HTTP Error 403 -
Forbidden" error.
Any thoughts?
