Aaron,

You are correct.  The software watchdog functionality does not take the 
same path as the reboot function to restart the CPU.  This will be fixed 
in the next release.

The current firmware simply jumps to the base address in the case of a 
watchdog where the reboot function forces a hardware watchdog event 
which puts the ROM back in control so that a network boot occurs.
