TINIS LEDs & J9 placement

U4, U5 and U6 LED's from the TINIS are red/green.
What it means when a LED is red or when it is green?
What does TINIM when J9 is on 2-3 position, does it matter the positions
of J10 and J11 in this case? Because I saw there is not much of
autonegociation.
The boards I'm referring to are TINIS & TINIM (DC80C400).
